A licensed attorney, arbitrator, and notary accredited by the Ministry of Justice. He holds the highest rank in the state and has served as a legal advisor in several government sectors, including the Ministry of Civil Service, the Ministry of Labor and Social Development, and the Royal Court of the Council of Ministers.

He also served as the General Director of the Rights Department at the Royal Court for nearly twenty years. Among his key responsibilities were handling real estate disputes, overlapping title deeds, title regularization procedures (Hujjat Istihkam), regulations related to the expropriation of property for public interest, and real estate cases involving government entities.
